Add soy sauce, brown sugar, garlic, rice wine vinegar, chile-garlic sauce, ginger, sesame oil, and black pepper together in a saucepan and boil. Use a Steel Chopper to mince the garlic and ginger. |

Mix cornstarch and water together and whisk it well. Add the mixture to the saucepan gradually. Keep mixing the mixture until it thickens. |
